The GateKeeper of Hell

Residing in a place between life and death, the GateKeeper keeps notes of the names of those who have died.  At the moment, Hell is full so he must send anyone who dies back.  If they do not have a way to be put back into their body correctly, these souls become Hungry Ghosts.  If the  Gatekeeper were to squeeze anymore souls into Hell, the excess would be pushed into Oblivion.

This is not to say that the Gatekeeper does not worry about the problem.  There is currently a quest being led to find a way to solve this problem.

Things that should be noted about the Gatekeeper:

Although a Power in the Forest of Doors, the Gatekeeper is still a mortal.

The previous Gatekeeper had his face eaten off by the Nightmare Host, which is why the current Gatekeeper cannot do anything about the Nightmare Host.

The Gatekeeper cannot tell you his true name, because that is the nature of his position.  But he did tell us [Aerie and No Name] that his name could be found in records.

The GateKeeper was a healer during the time of Oun.

When you visit the Gatekeeper, you can ask him one question which he will answer to the best of his ability.  But he asks that you do not kill yourself just to speak to him.

Everyone must tell their true name to the GateKeeper.  You cannot lie.
