On the Wisdom of Creating a List of Declared Hostile Forces
The Forest is a dangerous place. It teams with threats to life and livelihood. Many of these threats are bestial and mindless, but there exists forces consisting of sentient beings that would do the Member-Citizens of the Council of Nexus harm.
The Cabinet would be wise to enact Mandates defining those political factions in the Forest with whom the Council is embroiled in a state of war with, and spend considerable time deliberating on placing Mandates which delineate appropriate levels of interaction by Member-Citizens with members of the factions that have been defined hostile to the Council or the Forest as a whole.
